Challenge

Fort Campbell required a phased design-build renovation of Volar Barracks Building 3754 to address deteriorated conditions impacting life safety, health, and mission readiness. The project involved a three-story, three-module barracks facility originally constructed in 1980, requiring extensive coordination across architectural, structural, MEP, life safety, and exterior civil systems. A major challenge emerged with the discovery of asbestos-containing materials throughout the ceilings, requiring full abatement and an extended shutdown period while maintaining compliance with government directives.

Approach

FSI delivered comprehensive architecture, engineering, and construction services under a design-build delivery model. Following the discovery of asbestos-containing materials, FSI worked with the Government to execute a modification extending the period of performance. Each floor and module was individually contained to allow phased abatement and renovation. Because each three-story module functioned as a standalone structure, FSI sequenced work to begin renovations on completed modules while abatement continued on others, optimizing schedule recovery and minimizing overall impact.

Results

  • Project completed two months ahead of schedule
  • Successful full renovation of all architectural, HVAC, plumbing, electrical, fire alarm, communications, and life-safety systems
