Challenge

Naval Medical Center Portsmouth required the replacement of eight aging passenger elevators within its historic 18-story Building 3. The elevators had reached the end of their 62-year service life and no longer met modern safety and code requirements. The primary challenge was executing the work without disrupting hospital operations, patient care, or staff movement in a high-traffic, mission-critical healthcare environment.

Approach

FSI executed a phased construction strategy to ensure continuous hospital operations. The project was divided into two phases, maintaining a minimum of four operational elevators at all times. High-traffic elevator lobby architectural work was scheduled during evening hours to minimize impact. FSI coordinated closely with hospital staff to ensure uninterrupted access for patients, clinicians, and support personnel throughout the project.

Results

  • Phase 1 elevators (1–4) completed and operational as of May 2025
  • Phase 2 nearing completion with multiple elevator lobbies already turned over
  • Continuous hospital operations maintained throughout construction
  • Improved safety, reliability, and code compliance across all upgraded systems
